　　泰順縣城關(guān)建成區(qū)面積4．25平方公里，常住人口4.3萬人，流動人口1萬人以上，2010年人口可達(dá)10萬人。近年，隨著經(jīng)濟(jì)的發(fā)展，城鎮(zhèn)建設(shè)不斷擴(kuò)大，由于城關(guān)目前尚無污水處理工程，生活污水和工業(yè)廢水未經(jīng)處理直接排放入溪流，對城關(guān)生態(tài)環(huán)境造成破壞，影響了城市面貌，急需建設(shè)城關(guān)污水處理工程。據(jù)預(yù)測，項目區(qū)域污水需處理量2005年達(dá)3.2萬立方米,建設(shè)城關(guān)污水處理廠的條件已經(jīng)成熟。

　　七、項目準(zhǔn)備或進(jìn)展情況：項目規(guī)劃已編制完成，現(xiàn)已進(jìn)入可研階段。

　　八、項目建設(shè)規(guī)模和內(nèi)容：

　　廠址初定羅陽鎮(zhèn)袁家地村，工程規(guī)劃規(guī)模為10萬立方米/d，總占地面積17公頃，一期工程規(guī)模為1萬立方米/d，占地面積2.07公頃。2020年實(shí)現(xiàn)3萬立方米/d規(guī)模的處理能力。污水處理工藝采用SBR法二級生物處理，污水排放執(zhí)行《城鎮(zhèn)污水處理廠污染物排放標(biāo)準(zhǔn)》（GB18918-2002）一級標(biāo)準(zhǔn)的B標(biāo)準(zhǔn)。

　　九、財務(wù)評價：一期工程（1萬立方米/d）總投資1867萬元。

6. Background and Construction Condition: The established area of Taishun County Proper is 4.25 square kilometers, with a permanent population of 43,000 and a floating population of 10,000. By 2010, the estimated population will be 100,000. With the economic development in recent years, the urbanization of the county keeps accelerating. However, for lack of sewage treatment plant in the county proper, untreated domestic and industrial sewage discharged into rivers and streams has done much harm to the local ecological environment and has polluted the landscape there. Therefore the building of a sewage treatment plant is in bad need. With the estimated disposal capacity of the project area being 32,000 m3 /day in 2005, the construction of the county proper sewage treatment plant is well in time.
7. Progress of the Preparatory Work: The project plan has been completed and the feasibility study report is in progress.
8. Construction Scale and Target: The project is tentatively decided to be built in Yuanjiadi Village, Luoyang Town. The designed capacity of the project is 100,000 m3 /day, covering a total area of 17 ha. The designed capacity of the 1st phase is 10,000 m3 /day, covering an area of 2.07 ha. In the year 2020 the capacity will be 30,000 m3 /day. The Grade II SBR biochemical treatment is applied to sewage disposal, meeting the Standard B of Grade 1 of Sewage Disposal Standards for Urban and Rural Treatment Plant (GB18918-2002).

9. Financial Estimation: Investment at the 1st-phase (10,000 m3 /day) amounts to 18,670,000 yuan.
